Is it true that a project risks losing part of the grant if the annual spending targets as set out in section 7,2 of the application and repeated in the Grant Offer Letter are not met?
Q- Eligibility period - In what period of time are costs eligible?
The eligibility period is clearly stated in the Grant Offer Letter and it begins on the date when the Secretariat received your application (though no earlier than the opening day of the call for applications).
The end of eligibility will be the date you state in the application form but no later than 30 June 2008, with due consideration being given to the time needed for final report requirements. To be considered as eligible project costs, costs must incur and be paid within the eligible period. In addition to this, the products and services must also be delivered within the eligible period.
It usually takes a month or two before the Grant Offer Letter (GOL) is issued and it is of the utmost importance to launch the project as soon as the positive answer from the Steering Committee has been received. The time taken to issue the GOL cannot constitute a basis for project delay and not meeting annual spending targets (see next two questions).
If your project for some reason is in danger of being delayed, it is vital that you contact the programme secretariat for further instructions. Failure to deliver the project in accordance with the deadlines stated in the approved application and in the Grant Offer Letter involves a risk of loosing parts of your grant, as described above.
