The Project Cycle - Introduction

The following section contains introductions to every stage of the project cycle. Every project idea goes through a process of design and preparation before it is ready to apply. A pre-assessment service allows the Secretariat to provide guidance for projects at this stage. There are two chances to apply each year (see News for the next deadline for applications). When a project application is received by the Secretariat, it is first checked to make sure that it is eligible and then, if it passes this first stage, the proposal is assessed against a number of criteria. Finally, it is presented to the Programme’s Steering Committee. It is the members of this committee who make the final decision on whether a project will be approved or rejected.

The Lead Partner principle is an important feature of the Programme. Every project is led by a Lead Partner organisation and all communication with the Secretariat from the pre-assessment to the closure of the project should come through this Lead Partner. The Lead Partner is also responsible for the sound management of the project, ensuring the delivery of outputs and organising the required audits and control activities.

If the project is approved, its Lead Partner will be informed and two members of staff from the Secretariat’s Finance and Project Development units will be assigned to the project to help with any difficulties and to advise partners on their obligations. One of the key obligations is reporting. Throughout its lifetime the project will have to provide regular information about the activities it has undertaken and the money that it has spent so the Secretariat can ensure that the schedule given in the application is being maintained.

Eventually the project will complete its activities but before the final payment is made by the Secretariat, it will have to go through a formal closing procedure. You can find information about project partner requirements at each stage of the process on the relevant page in this section.
