Q- Auto decommitment and spending targets - Is it true that a project risks losing part of the grant if the annual spending targets as set out in section 7,2 of the application and repeated in the Grant Offer Letter are not met?

It is true that projects risk losing part of the grant if the spending targets are not met. This is because the programme is subject to the so called 'auto decommitment rule' (the N+2 rule) which basically means that if the programme does not spend the money it receives each year within two years, it must pay the unspent money back to the European Commission. For example, to avoid decommitment the programme needs to spend and report the amount committed to the programme in 2002 (the spending target of the programme for 2002) no later then 2004. This rule applies on programme level but since the programme consists of projects, any loss resulting from projects failing to achieve the spending targets risks being passed on to these projects. The secretariat will do its utmost to avoid this from happening but you cannot rely on this if you underspend.

Some projects seem to be under the impression that the so called N+2 rule can be applied on project level, i.e. as long as the spending target for 2002 is reached in 2004 and the spending target for 2003 is reached in 2005 and so forth then the project is 'home safe'. This is not the case. It is the annual spending targets for the individual project as stated above which must be met and must be focused on. The project must meet its own spending target for 2004 by the end of 2004 etc.
