The new Objective 3 North Sea Programme is placed in the context of the Lisbon and Gothenburg Agendas, with a defined focus on regional development with an impact on transnational areas (i.e. promoting technological innovation in common sectors, SME-R&TD network support, job creation, sustainable use and development of energy, balanced polycentric development and integrated territorial development in order to foster territorial cohesion).

Projects should be more strategic (i.e. be anchored in national policy objectives or linked to other national or European funding programmes), and more concrete. That is, projects for the new programme are no longer encouraged if they are pure networking projects (this will still be promoted under the future interregional co-operation programme), similarly studies and research projects will not be considered unless they serve for the preparation of concrete implementation actions (i.e. feasibility studies). Common action plans, concrete problem solving activities as well as activities creating critical mass and tools for policy influence are encouraged and are at the centre of support.
