Background
The on-going evaluation of the Programme has been underway since some time, following a Monitoring Committee decision in April 2010 and will continue through 2014, with the last set of reports planned to be finalised in June that year. The on-going evaluation is carried out in cooperation with an external partner.
The main objective with the on-going evaluation is to better understand the strengths and weaknesses of current work procedures, and the effectiveness and relevance of the current Programme.
The evaluation should assess the existing strategy, management and implementation of the Programme and suggest relevant amendments.
Three main themes
The on-going evaluation will be used to reflect on the extent to which the Programme is achieving its objectives, both on Programme and on project level. The adopted Evaluation Plan for the on-going evaluation is based on three main themes:
