The Environmental Report is the document assessing the environmental state of the North Sea Region and the likely significant impact of the Operation Programme on the programme area. The report has to be submitted to wide public consultation along with the Operational Programme draft, which was subject to consultation between 19 June and 11 August.

The consultation period for the Environmental Report lasts, as a general rule, for 8 weeks. It starts on 1 September with the publishing of the Environmental Report in English language (the single official language of the programme) and ends on 26 October.
